Asbury & Riverton CCR Rule Compliance

Asbury

Liberty closed the Asbury coal plant on March 1, 2020. An impoundment is located at the former Asbury site for coal combustion residuals (CCR). Residual fly ash, bottom ash, and other related wastes were placed in the impoundment area until April 1, 2021, as part of the decommissioning activities. On April 1, 2021, a Notification of Intent to Close CCR Surface Impoundment was posted to the facility’s website and the State Director (MDNR) was notified. Dewatering of the impoundment occurred during the first part of 2022. CCR grading, excavation and relocation activities began in June of 2022. Closure of the CCR impoundment was completed on January 23, 2023, and the power plant was imploded that June. All remaining material was removed and the site was reclaimed by June 2024. As required by the Environmental Protection Agency's CCR Rule, this page provides information related to compliance, inspections and actions regarding the impoundment.

Riverton

Liberty ceased burning coal on Sep 18, 2012, at the Riverton Power Station facility. On Aug 23, 2013, closure construction activities for the Riverton Industrial Landfill began under Kansas Department of Health & Environment (KDHE) Permit 784. Construction was completed May 22, 2014. KDHE approved closure on June 30, 2024, and entered into Post-Closure Care. On July 31, 2018, the demolition of the remaining coal-fired boilers of the Riverton Power Station was completed and the site improvements were completed to reclaim the area. CCR is no longer produced at this site. As required by the Environmental Protection Agency's CCR Rule, this page provided information related to compliance, inspections and actions regarding the CCR Management Unit (CCRMU).
