Introducing time-based rate plans for Missouri Liberty electric customers

On October 15, 2022, Liberty transitioned customers to a new time-based rate plan called Time Choice. This change is reflected on bills received by customers after November 23, 2022. 


Why the change?

The Time Choice rate plan gives customers the flexibility to better control their energy bill by managing when they use electricity.

Time matters, especially when it comes to energy costs. The higher the demand for energy, the more it costs to generate. At peak times, typically during the day, energy demand increases and, as a result, energy costs increase. The opposite is true for off-peak times, typically at night, when energy demand drops, and energy costs decrease.

On the Time Choice rate plan, you pay a little more for energy used during peak hours and a little less for energy used during off-peak hours. To save on your bill, shift more energy use to off-peak hours, where you receive a 2-cent credit toward every kWh of energy you use.

Liberty Missouri electric customers with smart meters (AMI meters) were automatically moved to this plan on October 15, 2022. There’s nothing you need to do to participate in this rate plan and there is little to no impact on your bill. In fact, you may see some savings.

This program, limited to the first 500 qualifying customers, is available to Liberty Missouri electric residential customers with smart meters and provides the potential for additional savings for those who can shift a majority of their energy usage to off-peak hours.   • Time-of-use (TOU) or time-based rate plans offer lower energy rates during hours when energy demand is lower, also known as off-peak hours. With a TOU rate plan, you can lower your energy bill by shifting your energy use to off-peak hours of the day when rates are lower. When you shift energy use to off-peak hours, you also help the utility better balance energy demand and use its energy generation plants and distribution systems more efficiently and effectively. This also helps to delay the need for additional generating resources, which can be costly. Time-of-use rate programs can also help lower the cost of electricity in the wholesale markets, which, in turn, helps to lower customer bills.

  • On May 17, 2022, the Missouri Public Service Commission approved implementing time-of-use (TOU) rates for Liberty Missouri electric customers beginning October 15, 2022. The Time Choice rate plan gives customers the flexibility to better control their energy bill by managing when they use electricity. This rate plan also better reflects the price for energy, which is more expensive during peak hours, when energy demand is higher, than off-peak hours, when energy demand is lower. The plan provides a 2-cent credit per kWh of electricity used during the off-peak hours of 10 p.m. to 6 a.m. The majority of Liberty customers, if they maintain their current energy usage patterns, will experience little to no impact to their bill by this transition. Our analysis shows a slight savings for most customers in the Time Choice rate plan, depending on the season. This plan gives customers the option to save more by changing some of their energy use patterns.

  • On October 15, 2022, Liberty began transitioning Missouri electric customers to a new time-based rate plan called Time Choice. This change is reflected on bills received by customers after November 23, 2022.

  • All Missouri electric customers who have an Advanced Metering Infrastructure (AMI) meter, also called a smart meter, are eligible for the Time Choice rate plan. The majority of Liberty’s Missouri electric customers have smart meters.

    There is also a Time Choice rate plan for General Service customers.

  • All Liberty Missouri residential electric customers who have an Advanced Metering Infrastructure (AMI) meter, also called a smart meter, are eligible to enroll in the Time Choice Plus rate plan. This plan is limited to the first 500 residential customers who enroll. The Time Choice Plus plan charges significantly more for electricity usage during peak hours (29 cents per kWh) and significantly less for electricity usage during off-peak hours (9 cents per kWh). The Time Choice Plus plan benefits customers who use most of their high-energy appliances and equipment during off-peak hours. On-peak and off-peak hours for the Time Choice Plus plan vary from the Time Choice plan.

  • Time-based rate plans are only available to Liberty’s Missouri electric customers who have Advanced Metering Infrastructure (AMI) meters, often known as smart meters. These meters allow you to view and download detailed information about your hourly and daily usage patterns through the Liberty My Account portal.

  • There is no action that you need to take. Missouri electric customers will be automatically transitioned to the Time Choice rate plan beginning October 15, 2022. However, you may want to educate yourself and your family (or your business) about time-based rate plans. By changing the times when you run appliances and adjusting your heating/cooling system, you can enjoy lower bills:

    • Run your dishwasher or washing machine overnight.
    • Use the delay feature on your dishwasher, washer, or dryer and run these appliances after 10 p.m. and before 6 a.m.
    • In the winter, set the heating thermostat as low as comfort permits. For instance, each degree above 68°F can add 3 percent to the amount of energy needed for heating. Turn down your thermostat 5 to 10 degrees at bedtime. In the summer, set the thermostat as high as comfort permits.

Customers will begin to see this change on their bill after November 23, 2022.

  • Later in 2022, technology upgrades to Liberty’s My Account platform will enable customers on time-based rate plans to view their on- and off-peak usage. On the usage tool in Liberty’s My Account, usage will be displayed with distinct color coding indicating peak and off-peak times.

In fact, our analysis shows a slight savings for most customers in the Time Choice rate plan, depending on the season. This plan gives customers the option to save more by changing some of their energy use patterns. The plan provides a 2-cent credit per kWh of electricity used during the off-peak hours of 10 p.m. to 6 a.m.

  • The majority of Liberty electric customers have a smart meter. For residential customers, unless you called Liberty and opted out of an AMI (smart meter) installation and agreed to pay the non-standard meter fee, you have an AMI meter. If you have Liberty My Account, you can find your meter number on the usage tool. The AMI meter number starts with the letter “F”.

    Most customers can save a little money by being on the Time Choice rate plan. However, if you don’t feel that Time Choice is the right rate plan for you, you may opt out before the automatic transition that begins October 15. If you opt out, you will remain in the Non-standard rate plan. If you do opt out before the automatic transition and remain in the Non-standard rate plan, you may later elect to move to the Time Choice rate plan. Customers may elect to change their rate plan once every 12 months.

    If you decide that the Time Choice rate plan is not the right plan for you after the automatic transition, you may elect to change back to the Non-standard rate plan. You will then have to remain on that plan for at least 12 months before you can make another change to your rate plan.
